This is a 30-day public comment period for the review of Simplot U.S. Food Group Holdings, LLC - Rainier Plant's (Simplot-Rainier) draft permit, technical support document, and notice of construction application with associated documents.
Simplot Rainier is proposing a revision for some equipment already permitted at their facility located at 2107 Road O NE, in Moses Lake. Simplot-Rainier plans to install a wet electrostatic precipitator to control particulate matter for fryer equipment and sulfur controls for the biogas produced from the existing process water digester. Emission increases from this project include:
26.8 tons per year nitrogen oxides (NOx)
26.9 tons per year carbon monoxide (CO)
18.6 tons per year particulate matter (PM)
97.6 tons per year volatile organic compounds
Biogas flare systems are used to dispose of gases that are produced from decomposition of organic matter or biomass.
We determined this proposal satisfies the requirements of Chapter 173-400 WAC. The public is invited to comment.
Tentative online public hearing

We will hold a public hearing online if there is significant public interest. If we do not receive significant written requests for a public hearing by July 9, 2025, then the online public hearing will be cancelled. We will update this web page cancelling the public hearing or with a link to the public hearing.
